Development Fund for the Travel Industry

The Development Fund for the Travel Industry, which is established and financed by the Airport Authority Hong Kong and which has two components of "Promotional Activities" and "Training Activities", is aimed at enhancing the overall competitiveness of the local travel industry through subsidising the two kinds of activities beneficial to travel agents.

As the secretariat of the Development Fund, the TIC has set up the Working Group on Development Fund for the Travel Industry to handle various matters related to the Development Fund. An independent Vetting Committee has also be formed to consider and approve all applications for subsidy.

Promotional Activities

Eligible promotional activities must be open to all member travel agents of the TIC which hold a valid travel agent's licence under the Travel Agents Ordinance. Any activities aimed at promoting the business of individual travel agents are ineligible.

Each approved promotional activity will be subsidised with a maximum of 50% of its approved cost or HK$300,000, whichever is lower. The applicant organisation must contribute not less than 50% of the total approved cost of an activity in cash.

Eligible applicant organisations mean the following organisations or those fall into the following categories:

  • The Hong Kong Tourism Board;
  • The Asia Tourism Exchange Center (as representative of official tourism organisations in mainland China);
  • the offices or representatives of overseas official tourism organisations or official tourism organisations of other places which or who are based in Hong Kong; and
  • the offices or representatives of overseas official tourism organisations or official tourism organisations of other places whose target of promotion is the Hong Kong market.

Each eligible organisation is subject to a subsidy ceiling of HK$600,000 per year. The year of subsidy is to commence from 1 January of each year until 31 December of the same year.

The grantee organisations must complete the approved promotional activities within six months from the date of entering into a funding agreement with the TIC.

Applications for subsidy for promotional activities may be made throughout the year. The applicant organisation must complete and submit the application form before organising the promotional activity concerned.
